A cooperative purchasing contract (also called a cooperative contract or interlocal agreement) is a pre-competed contract that allows multiple government agencies to purchase from a single awarded vendor without conducting their own separate competitive bid. H-GAC (Houston-Galveston Area Council) competitively awarded VeAssis LLC under Contract AI05-26 through a formal RFP process. Any eligible member agency can now issue a Purchase Order directly to VeAssis referencing that contract number, satisfying their competitive procurement requirement.
Does my agency need to issue a separate RFP to use HGACBuy Contract AI05-26? +
No. That is the primary benefit of a cooperative purchasing contract. H-GAC conducted the competitive procurement on behalf of all member agencies. Your agency satisfies its competitive bid requirement by referencing HGACBuy Contract AI05-26 on your Purchase Order. What is an interlocal agreement and does my agency need one? +
An interlocal agreement (also called an Interlocal Contract or ILC) is a one-time, free agreement between your agency and H-GAC that authorizes your agency to use HGACBuy cooperative contracts. If your agency is not yet an HGACBuy member, you complete the Interlocal Contract form once, it takes minutes. After that, your agency can use any HGACBuy contract indefinitely. Which types of organizations are eligible to use HGACBuy contracts? +
HGACBuy membership is available to any political subdivision or public entity in the United States, including: city and county governments, state agencies, school districts, community colleges and universities, transit authorities, water and utility districts, councils of governments (COGs), airport authorities, hospital districts, and qualifying nonprofits. There are over 10,000 member agencies nationwide. Membership is free.
Can we use federal grant funds to pay for AI consulting under this contract? +
Yes, in most cases. AI consulting and technology modernization services are allowable expenditures under many federal grant programs when properly documented. For agencies using federal funds subject to 2 CFR 200 (Uniform Guidance), the use of a competitively awarded cooperative contract like HGACBuy AI05-26 satisfies the procurement standards requirement.
